Papa Projects was founded to help clients successfully deliver land development and civil infrastructure projects from inception through to completion.
Through his 19+ years of experience in the civil industry, Steve Papa (Managing Director) observed that modern civil construction projects were becoming more complex by the month. Projects increasingly required a careful balance of council regulations, design requirements, supply-chain constraints, stakeholder negotiations, and ultimately, successful delivery on site.
Steve consistently heard the same frustrations from clients: they lacked the internal resources to see projects through, costs were escalating, programmes were being unnecessarily delayed, and risks that should have been identified early were being discovered too late.
That’s why Papa Projects was created.
Our mission is to help clients across the Bay of Plenty confidently deliver their civil and land development projects - from inception through to completion.
A bit about Steve…
Steve is a qualified Civil Engineer (BE(Civil)/BCom, MBA) with over 19+ years experience in project management and business management positions.
His project management career started in a consulting office in Auckland, before he spent the next 15 years building a strong reputation for successfully delivering construction projects for civil contractors in the Bay of Plenty and Australia.
Papa Projects was started in 2023. Since then Steve has been working for a variety of councils, engineering firms, and private businesses.
He has experience in:
Land development (including 30Ha of industrial land in Rangiuru Business Park Stage 1, 1300 lots in the Lakes residential subdivision)
Civil infrastructure (multiple Tauranga City Council 3-water and transport projects across Tauranga)
Commercial civil (including the Tauranga Crossing shopping centre civil works in Tauriko)
As projects become increasingly complex—with a growing number of competing requirements to balance - it has never been more important to have experienced professionals within the project team who can navigate these challenges effectively. Steve is passionate about sharing his knowledge, experience, and ideas, and is committed to achieving the best possible outcomes for his clients and their projects.
